Santa Monica Pier is split into two jurisdictions: Pacific Park, the privately-run amusement park (carnival area), and the Santa Monica Municipal Pier, the public city-owned boardwalk. If your shoot spans both, you’ll need to coordinate a private licensing agreement with Pacific Park management for the rides and a municipal permit through Film Santa Monica for the surrounding deck and Carousel areas.
